polisario’s unauthorized infiltration disrupts TICAD9 meeting in Tokyo

The 9th Tokyo International Conference on African Development (TICAD 9) took an unexpected turn when elements associated with the polisario front, a separatist group, managed to infiltrate the preparatory ministerial meeting.

Despite not being officially invited, these individuals posed as part of the Algerian delegation, raising concerns among participants and prompting Japan to clarify its position.


During the meeting, several polisario members surreptitiously entered Japanese territory using false identities and Algerian passports. Their goal: to participate in a conference where their presence was neither expected nor sanctioned. One individual even went so far as to place a makeshift sign reading “sahrawi republic” on a conference table, further exacerbating tensions.


Japan’s Deputy Minister of Foreign Affairs, Fukazawa Yoichi, addressed the issue head-on during the plenary session. He emphasized that the polisario’s unauthorized presence would not alter Japan’s established position. Japan consistently supports Morocco’s territorial integrity in the ongoing Sahara dispute.


Fukazawa’s firm stance sent a clear message: Japan only recognizes states acknowledged by the United Nations. Beyond the immediate incident, this infiltration raises broader questions about the polisario’s role in international forums. Japan’s reaction underscores its commitment to maintaining diplomatic norms and adhering to recognized statehood. As other African nations observe this development, they may reconsider the polisario’s legitimacy and participation in future conferences.
