Morocco-Italy: An action plan to materialize the “strategic multidimensional” bilateral partnership

Morocco and Italy signed, Wednesday 05 july 2023 in Rome, the action plan for the implementation of the multidimensional strategic partnership. This Plan reflects the common commitment made in November 2019 when Italy welcomed, in a joint statement, "the far-reaching reforms undertaken by Morocco over the past two decades under the leadership of HM King Mohammed VI ".

The Minister of Foreign Affairs, Nasser Bourita, paid a working visit to Italy on Wednesday July 5, at the invitation of his Italian counterpart, Antonio Tajani. This is Bourita's first visit to Italy after the appointment, in October 2022, of Tajani as Vice-President of the Council of Ministers and Minister of Foreign Affairs and International Cooperation of the Italian Republic.


The action plan specified that "Italy commends the serious and credible efforts made by Morocco", as reflected in Security Council Resolution 2654 of October 27, 2022,".


When referring to the Moroccan autonomy initiative, Italy also reaffirms "its support for the efforts of the UN Secretary-General to pursue the political process aimed at achieving a just, realistic, pragmatic, lasting and mutually acceptable political solution to the Sahara issue, based on compromise in accordance with Resolution 2654".


On this occasion, the two senior officials signed the Morocco-Italy Action Plan for the implementation of the multidimensional strategic partnership between the two countries. The signing of this action plan marks the concrete implementation of the instrument bilateral structuring that is the Joint Declaration on the multidimensional strategic partnership between the two countries, signed on November 1, 2019 in Rabat.


In this Joint Declaration, which lays the foundations for a renewed and ambitious bilateral partnership, Italy had welcomed " the far-reaching reforms undertaken by Morocco over the past two decades under the leadership of HM King Mohammed VI and the efforts made for political, economic and social development”.


Rome had also welcomed the action taken by the Sovereign in favor of the development, stability and development of the African continent.


The two countries had expressed, on that occasion, their determination to act jointly to preserve and consolidate the level of relations reached, and to undertake to give new impetus to political dialogue in all its dimensions, with a view to meeting the needs of regional and international stability and peace.


In the security field, Morocco and Italy also praised the recognized professionalism of the services of the two countries and appreciated their efforts in contributing to international security. In this regard, they welcomed the role played by Rome and Rabat in the fight against terrorism, irregular migration and transnational crime.


On the subject of migration, the two parties encouraged “legal migration that brings added value to both countries”.


It emerges from the same document that the two countries are convinced that a peaceful settlement of disputes and conflicts affecting the region would play a determining role in the latter's stability and development, and "constitute for each other partners keys in the management of regional and international challenges”.


Furthermore, the two parties seized the opportunity to reaffirm their common commitment to strengthening political dialogue and the integration process with the European Union, with a view to a renewed partnership with Morocco, which takes into account all dimensions of relations with this regional grouping.


In their multidimensional strategic partnership, Morocco and Italy also undertake to consult each other on issues related to Africa and to promote mutually beneficial tripartite cooperation with African partners.


The Joint Statement also referred to the issue of peace in the Middle East, stating that the two parties called for the establishment of a just and comprehensive peace in this region and considered, with regard to the Israeli-Palestinian conflict, that the a two-State solution, with Jerusalem as the capital for both, will undoubtedly contribute to this goal and enable the peoples of the region to live in peace and security according to their legitimate aspirations.
