Libya: the "6+6" commission announces in Morocco a compromise on the electoral laws

A 6+6 mixed commission formed by the Parliament sitting in eastern Libya and the High Council of State met in Bouznika.

Representatives of rival camps in Libya have announced, after talks in Morocco, that they have reached an agreement on legal provisions governing the elections supposed to be held in the country.

A joint commission formed by the Parliament sitting in eastern Libya, and the High Council of State (HCE) which acts as the Senate based in the west, met in Bouznika, southwest of Rabat, from May 22 to June 6.

The objective was to find common ground on the legal texts supposed to govern the presidential and legislative elections, initially scheduled for December 2021 before being postponed indefinitely.

"The members of the commission reached an agreement on the laws governing the presidential and legislative elections," said Jalal Chouehdi, representing Parliament, during a press conference in Bouznika overnight from Tuesday to Wednesday.

"There remains only the ratification (of the texts of laws) by the Parliament", for his part underlined Omar Boulifa, head of the delegation of the HCE.

The Kingdom of Morocco is continuing its efforts to find a definitive solution to the Libyan crisis so as to guarantee the unity, stability and progress of Libya, by supporting its actions aimed at organizing elections in a global, inclusive framework and pragmatic.

The Bouznika meeting is part of the extension of the series of meetings hosted by the Kingdom, bringing together the various Libyan parties with a view to deepening the dialogue on the ways and means to lead to the resolution of the crisis in this country, following an approach that provides the right space for dialogue and constructive consultation.

These meetings gave rise to important agreements favorable to the settlement process, led by the Skhirat agreement (2015), the agreement between the speaker of the House of Representatives, Akila Saleh, and the president of the High Council of Libyan State, Khalid El Machri in October 2022 on the implementation of the results of the Bouznika process regarding the positions of sovereignty and the unification of the executive power.

Morocco considers that the settlement of the question of legitimacy in Libya can only take place through presidential and legislative elections that will allow the Libyan people to choose who to entrust with the power of political governance in the country.
